Institutions and organisations participating in GENE include Ministries of Foreign Affairs, Development Agencies, Ministries of Education, and other organisations. These institutions and organisations generally have a national remit for policy-making, funding, coordination, evaluation and quality in the field of Global Education.

GENE began in 2001 with 6 national structures from 6 countries sharing policy learning in Global Education. This grew gradually over the years, and in 2008 the GENE Foundation was established with institutions from 14 countries participating in GENE.

Now participants from over 40 Ministries, Agencies and other bodies from over 25 countries in Europe share policy learning in Global Education through the GENE Roundtables and other mechanisms.
