Luxembourg’s general development cooperation strategy - the road to 2030, p.22:

Development education and awareness raising is a key priority for Luxembourg. At home, these efforts aim to develop a stronger sense of world citizenship through engaging with the public, helping the population understand and reflect on the root causes of poverty, and highlighting how Luxembourg works to address these challenges. Luxembourg has developed various initiatives across all levels of the education and political systems.

In 2019, Luxembourg presented its 3rd National Plan for Sustainable Development, in which education for sustainable development is considered a field of action (SDG 4.7).

In this context, the Higher Council for Sustainable Development spearheads ongoing work to integrate informal education for sustainable development into Luxembourg’s society by coordinating efforts of key institutional stakeholders and civil society. Luxembourg will continue to increase financial support for development education and awareness raising to deepen public understanding and support for development action. The Ministry of Education, Children and Youth keeps developing innovative pedagogical projects that are tested and integrated currently into the formal and non-formal education system.

National education strategy for sustainable development : « Learn sustainable development - act for the future » :

The Council of Government set up an inter-ministerial committee in order to coordinate the process of elaboration of a national education strategy for sustainable development, in close collaboration with all institutional actors and civil society, and drawing on the experiences of other countries and international institutions. This strategy is placed in the perspective of lifelong learning and commits all learning spaces from early childhood to adulthood.

National NGOs are key implementers of development education and awareness raising.

Luxembourg will continue to rely primarily on its broad and diversified NGO community to develop and implement development education and awareness raising initiatives and programmes. To further stimulate citizen engagement, Luxembourg will seek to promote enhanced joint NGO action on specific development themes and sustainable development in general.

Taken from SOGE 2019; In Luxembourg, a close collaboration is reported between the Ministry of Foreign and European Affairs and the NGO umbrella Cercle de Coopération des ONG. They worked together to develop the “General Terms and Conditions for Development Education and Awareness-raising” which were updated in September 2021.

Compendium of stakeholders in education for sustainable development in Luxembourg (last edition : 2020) :

This compendium is intended to present the educational offer made available by institutions and organizations active in the field of education for sustainable development. Each actor who presents their organization and special themes around the 2030 agenda is a signatory of the quality charter, known as the « Education on sustainable development Charter ».

The University of Luxembourg is publishing in November 2021 the national ‘Bildungsbericht’, an assessment/ current state of the national education; this year’s publication focuses on the Education on sustainable development.

+ Concepts and Definitions

Several concepts are used in Luxembourg. As part of its funding for Global Education, the MFA officially refers to Awareness Raising and Development Education. The Ministry of the Environment, Climate and Sustainable Development focuses on informal Education for Sustainable Development. The Ministry of Education, Children and Youth focuses on formal and non-formal Education for sustainable development. It also has a strong focus on Teacher- and Educators training in ESD. It is mainly mentioned development education or global citizenship education. However, the terms are often used interchangeably.

92 development NGOs have ministerial approval, and other many associations exist in Luxembourg, each with its own specificities and areas of interest. Many of them are integrated into the compendium of stakeholders in education for sustainable development in Luxembourg mentioned before.

+ GE in Formal Education

The Ministry of National Education, Children and Youth (Ministère de l’Éducation nationale, de l’Enfance et de la Jeunesse, MENJE) is responsible for planning and managing school education and sets priorities for educational policy.

General Overview The law of 29 August 2017 implements a global reform of secondary education. It not only enacts terminological changes, but also intervenes on secondary schools’ organisation; it redesigns the educational system, the provision of school and extracurricular programmes, learner guidance, educational and psychosocial support, as well as learners’ and parents’ participation.

The same year, Luxembourg introduced VieSO (Vie et Société – Life and Society), a common course of global education which replaced religious and moral instruction in Luxembourg. It aims to offer all young people a common course that will help them build their own benchmarks while respecting those of others.

The House of Guidance (Maison de l’orientation), set up by the MENJE, aims to ensure equitable, inclusive and quality education and lifelong learning opportunities for all citizens. Its mission is also to implement a programme of awareness raising and information on the needs of the socio-economic world, in schools and out-of-school settings. The House of Guidance also provides a response to inclusion, by organising discussion forums and workshops, particularly on the themes of interculturality and gender identity. It is also developing a reflection at European level on sustainable guidance linked to European objectives (green jobs, green skills, sustainable guidance) in cooperation with the Euroguidance network, as well as at national level with the Coordination department for research and pedagogical and technological innovation in education (SCRIPT).

+ GE in Nonformal Education

MENJE has via its Service national de la jeunesse (SNJ) a Centre for non-formal ESD in Hollenfels, where Youth and Educators can explore specific themes around ESD.

ZPB (Zentrum fir politisch Bildungs – Center for Political Education) offers trainings, events and pedagogical documents on Democracy and other education on policy/politics.

NGOs are very active in Luxembourg, with strong Government support to implement awareness-raising and development education activities in the formal, non-formal and informal education sector.

Centre d’information Tiers Monde’(CITIM) is an initiative which makes specialised information on development available to the general public, organisations and institutions. The Centre also makes its premises available to NGOs, especially to those active in the field of development education, for the organisation of conferences, workshops, readings, etc.

+ GE in Initial Teacher Education

The national service for special education (l’Education Différenciée) collaborates with some national and international institutions in advanced teacher training and lifelong learning in special educational needs and special pedagogy. Since 2013, the national office for disabilities (InfoHandicap) has organised annual symposiums in collaboration with self-advocacy groups, the Ministry of Education and the University of Luxembourg. Recognised as advanced teacher training, these symposiums (‘Inklusive Bildung’) develop and promote inclusive education in Luxembourg. National research projects and publications on inclusion and raising achievement can be found on the Orbilu website.

IFEN (Institut de formation de l’éducation nationale), the national teacher training institute (MENJE) offers specific trainings in ESD and Global citizen Education.
